Ok, you're trying to put together an argument to help the student council get rid of it.  I would suggest they try to put together an anonymous poll of the students, asking how many cheat on their community service- and ask how many do 'service' for a relative/friend to kind of cheat that way and get it signed off.  (That's what I did for mine, anyway.)

The number will probably be fairly high, and much higher than the administration wants to believe.  Show them the results and say that the requirement is backfiring, because all it's doing is teaching people to cheat.  Show them that it's not having the intended effect and make them believe it.

Now thats an idea! but I'm not sure which side I'm fighting for yet, i want to know which is the most legitamate arguement then fight for that side, but as soon as i find out how, I'll try your poll idea. On a totally unrelated topic, how do you set up a poll?

Oh, yeah, a paper survey would be better in this case, because you can moniter that only people from the school take them, and the administration won't be able to say "well you could have had anyone take this online poll and skew the results."
