It's a caustic lye solution.  It chemically burns the hair all the way into the top of the follicle.  No drugs involved.

It affects the growth rate, but not by interacting with the biochemistry.  When you shave you affect the growth rate too.  Blades shock the skin and make the hair grow fast.  Chemical depilatories are really just really harsh soap.  Might as well call soap a drug.  After all it strips dead skin off with an alkaline solution. . . :P
