Don Davis, the composer of the matrix movies and more importantly Behind Enemy Lines has free MP3s on his site.

I found this because you cannot find the Behind Enemy Lines Soundtrack for sale any where (not even amazon has it) and he's got 10 tracks on his site.  It's a good start, one of these days I'll find it on e-bay.

The British ISP Playlouder MSP has made a deal with BMG and a few other indie labels to give this perk to all of its subscribers:

Download any BMG song however you like, whatever format/way you like, from whoever you like.  It's in the subscription price.  It's legal, and the artists get paid.

Not exactly "free mp3s", but it comes close [Free music, optionally free mp3s].  Every single song/album they offer can be streamed to listen (the full song, high quality).  These are actually .m3u files that link to mp3s you could download, too, without too much effort.  [And I just discovered all of the songs there are under CC licenses, so you're okay to copy and share them.]
