Question:

Who do I talk to to get permission to repost the part on "getting a gift" in my LJ?  If they happen to read this, may I?

I'll gladly include links, copyright info, etc.  I just read the article and think the advice on getting gamers gifts could use spreading.

In fact, it would be much appreciated if this article were released under a CC license (http://www.creativecommons.org), for the good of all gamers.

All work published on TWG is copyright of the original author. In this case, Lucias Meyer, aka Mr. Pleasington. He'd be the one to ask.

TWG would LIKE to have a link back as well, as sort of a bibliographic comment.

If you're only talking about a short quote, then you don't need permission, just citation. If you're talking about a sizable chunk, just ask him. I won't speak for him, but he's easy going and will probably agree to it.
