Title: philosophies relating too . . . .

OK, so I'm working on some evidence for debate.  Anyone know of good philosophers who said something along the lines of

"If you reduce how much of 'a' you have, people think you have 'b', and that 'b' is better than 'a'"

Like.  Basically I need to finding supporting evidence that will say:

"If we lower the amount of nukes we have, everyone will think we have something better."


Just more generic and from a philosophical point of view.

Good luck with that.  I'd suggest trying the Prince.  If it's not there, you're unlikely to find it.

If I'm not mistaken, Jade's referring to Machiavelli's novel, "The Prince". Search Machiavelli and you should get it.
