actualy gropeing them is the national past time.  On crowded trains (the ones you see on tv where they're all packed in like sardines) its very common if your female to be felt up.  it's not like haveing someones hand on your chest, wich sometimes its hard to help since there's little room to move, but more like hands up skirts and such.  And it's hard to see who's doing it.  It's probaly a little safe for american females over there since the ones I know that have been felt up have allwayse managed to hit the pervert that did it.  And I mean an all out puch, or wacking the guy with an umbrella and the such.  So in some places american women have the reputation of not taking any crap from the people that do that kind of stuff.

What do you mean?  They see a major human rights issue being denounced by feminist organizations around the world, they draw up a bill to combat it, and you snap at them?  Yes, the piercing clause is probably a bad idea.  But it seems to me, from the link you gave, that this was an attempt made in good faith by some lawmakers trying to do a good thing.
