ya it's legal if several people move to a region and take control.  This is all one account (they have the same names and imported flags etc), wich is illegal.  Also if he starts kicking people out of the region, thats against the rules.  Which follows what you just posted.

I lodged a complaint with the moderators to have them investigate the three nations, since they appear to be cheating. Hopefully we'll see them barred from the UN soon, which makes them useless
