Entropy, I think what you are talking about is a rocket pod. In between the hull and the rack of four missiles? That is what that is.

Yup.  rocket pod.  those things fall off once the rockets are expended.  If you fill the empties with dirt and stand them with the pointy end up you can stick a flag pole in  middle hole and have a pretty sturdy stand.

But after you had a pretty big firefight with some plasma cannons you wouldn't need very many party hats at all, which makes it hard to find the right middle ground between party hats and party-goers.
