If he took the hard hat off, would Driggs bear a certain resemblance to a certain webcomic author, illustrator, and all-around good guy? Is he using a mirror to draw these?

I don't think so, Tim was a reference to Home Improvement a sitcom where the main character Tim Taylor is an inept bungler; clumsy, prone to use a axe where a needle is the appropriate tool, and dense on social issues. He is a spoof of the DIY genre hosts.
Everyone in his life responds to his more ridiculous suggestions and opinions with, you got it, "I don't think so,Tim."

Thanks for the explanation. No problem -- somehow the first frame of this one reminded me of the pictures of Howard I've seen. As you say, probably a resemblance more found in my neurons than in the external world, but I thought I'd ask. And now I know -- it is just me! Not the light at all. Thanks!
