Jack Jack Attack has some pacing issues, IMHO.

My suspicion is that most of Jack Jack Attack (everything that wasn't part of the interview) was produced for the movie, and then cut for time and replaced with the phone messages thing at the end. When it came time for the DVD they just cobbled them all together, added the framing device with the NSA guy (and her spelling her name, which was hilarious), and called it a complete cartoon.
