Everybody knew that the villain was pathetic, but nobody ever tried to stop him.  Apparently the superheroes were above such thrill-less crime fighting. Of course, once the villain had managed to squirm his way to the top, he was worth the superheroes' time.  Now the superheroes dispatched, passing, ignoring, another feeble villain on the way.
