I'm sure that they have a list of people they intend on inviting, but i'm willing to bet that if an author expressed an interest in speaking, they'd extend an invitation.

note that I am, in no way, affiliated with C2E2.  the most i can do is recommend to them that they invite you, and recommend you to ask them.
