You know what, I'm beginning to think that 'terrible' is the wrong word to use here.  It seems that almost everyone is terrible with names.  Granted, some people aren't, but I think the majority of the population considers themselves to be bad at remembering names.

So, I don't think 'terrible with names' is the right phrase.  Perhaps something like 'normal with names.'
